How Does BC’s Energy Step Code Work?
You’re not alone. Step Code requirements vary by municipality, involve complex calculations, and require documentation most builders seldom deal with.
Step Code Basics
BC’s Energy Step Code is intentionally flexible—which makes it complex:
Not One-Size-Fits-All
BC Step Code sets energy efficiency targets that can be met through overall performance of the building. For example, a performance target allows flexible choices of insulation levels for foundations, walls, windows, and ceilings as long as overall R value targets are met.
In contrast, a prescriptive approach would define R value minimums for each element as per the building code.
Municipality Control
Municipalities can choose to require Step Code levels above the BC provincial minimum, and whether exceptions apply. You need to know the rules for each area where you build. Rule changes by municipalities are not infrequent, but usually the rules in place upon a building permit’s approval apply to the project until completion.

Performance-Based
Performance goals require the Energy Advisor to model the design and model and test the building to ensure goals are met. BC Municipal requirements vary, but include some of the following metrics:

- Embodied Carbon Design Code
Three-Stage Process
1. Pre-Construction Energy Model from plans (required report submitted with permit application)
2. Mid-Construction site visit and air tightness test (report required in some municipalities, optional in others)
3) As-Built validation of Energy Model and air tightness test (report required for occupancy permit)
Technical Complexity
Heat loss calculations, airtightness projections, mechanical system sizing, and energy modeling require specialized knowledge and software.

Confirm Step Code and Report Requirements
Each municipality has one or more combination of Energy and Zero Carbon Step Codes which will determine the choices for exterior envelope and mechanical equipment.
Client Consultation
Match Client goals with design options for exterior building envelope and mechanical components.
Stage 1: Energy Modelling
Complete detailed energy model from plans using industry standard HOT2000 software and discuss outcomes and options with client. Update energy model as required to meet Step Code requirements and client home comfort goals.
Stage 2: Mid-Construction
Review all exterior building envelope components and re-model to endure targets are met. Pre-drywall Blower door test to determine ACH and find and mark air-leaks to remedy. If required, produce mid-construction reports for municipality. Full house fogging option available for leak detection.
Stage 3: As-Built Compliance
When construction is complete, we validate all components of the build, conduct blower door testing to ensure targets are met, and verify final compliance documents for occupancy approval.
