How to Get Municipal Energy Reports for Renovations (REUP)

Each municipality has different renovation energy report and building permit requirements. They are subject to ongoing change. Avoid surprises and delays.

Common Energy Report Concerns

“I didn’t know about this until my permit was rejected”

Many homeowners learn about energy report (REUP)  requirements only after submitting their permit application, causing delays and re-submissions.

“The requirements seem to change based on my home”

Energy requirements may reflect your home’s current energy performance, requiring a professional evaluation first to make the plan.

“I don’t know if my project qualifies”

Each municipality sets thresholds that may require energy reports. Thresholds may be: the cost of the renovation; degree of changes to the exterior envelope: fuel source choices; cooling options; or other building code items.

“The electrification requirements are unclear”

Fuel source changes may be required. There are legitimate workarounds in the building code to avoid upgrading expensive amperage service upgrades to your home.

Understanding Renovation Energy Report Requirements

Municipal Permit Requirement Changes

As Energy Step Code requirements for new homes expand and the BC building code changes, municipalities are updating reporting requirements for renovations too.

Performance or Prescriptive Path and Trade-offs

Understanding your options requires a baseline evaluation. A Performance Path allows trade-offs to achieve an overall energy performance goal. A Prescriptive Path requires meeting building code specifications for each upgraded item. Fuel source changes may include trade offs on other upgrades.

What Counts Toward the Threshold for Energy Reports?

Exterior house envelope insulative components include foundations, walls, windows, doors, ceilings, and more are rated. Mechanical equipment use for  space heating/cooling, water heating, and ventilation is measured. Air leak rates are determined. Each Municipality’s energy reports require estimates of a combination of these factors.

What Does Not Count Toward the Threshold for Energy Reports?

Normal maintenance and repairs, cosmetic updates (paint, flooring), and appliance replacements on their own are seldom an issue, but the cost of this work may be included for thresholds when it is part of a larger renovation to house envelope components or mechanical systems.
